Upasa Borah works in the area of regulatory state capacity in energy markets, focusing on the dynamics of renewable energy development and its intersection with policy and market frameworks. Using quantitative analysis, her work examines key challenges and opportunities in the electricity sector, with an emphasis on DISCOM finances, investment environments, and the evolving role of emerging technologies in shaping sustainable energy systems. Her wider research interests include labour in the digital economy, the policy and economics of tech markets, and broader questions of sustainable development.

Prior to joining TrustBridge, she was a Summer Fellow at PDAG Consulting, working on migration and just transition. She holds a Master’s in Economics with a specialization in Economic Development from South Asian University, where she was a gold medallist, and a Bachelor’s in Economics from Miranda House, University of Delhi.
